This document provides guidance to the 12 working groups established by the Sanctuary Advisory Council and the Stellwagen Bank National Marine Sanctuary that will be writing Action Plans for the priority issue areas. The document lists working group members, discusses National Marine Sanctuary Act principles, outlines the major issues to be addressed by each group, and provides a compilation of the public comments for each issue that were received during the public comment period in 2002.
