In 1972 Congress passed the Marine Protection, Research and Sanctuaries Act which created the National Marine Sanctuary Program. The first Sanctuary to be designated was the Monitor National Marine Sanctuary (1975) which protects the wreck of the Civil War ironclad U.S.S. MONITOR. In 1982, the area around Stellwagen Bank was nominated for inclusion on the Site Evaluation List for future sanctuaries. Ten years later, under reauthorization of the Sanctuaries Act, Stellwagen Bank officially joined the roster of national sites.
