Guidelines developed in 1999 by government, industry, conservation and research representatives recommend that only two boats stay in the stand-by zone that is 300-600 feet from the whale, while one other boat is making a close approach in the zone from 300-100 feet. No one should approach closer than 100 feet. The guidelines also recommend speed limits for traveling at different distances from a whale.
